Parish Council Meeting Minutes

The Chairman, Mr. Arthey welcomed the following Parish Cllrs. to the meeting – R Corcoran, M Hainsworth, B Howe, R Howe, J Moore and A Sturgeon. In attendance was Mrs V Waples, Clerk.

Opening: The Chair opened the meeting and thanked all for attending. The Clerk read out the statement on reporting at meetings of the parish council.

Apologies of Absence

There were no applicable apologies of absence as all Councillors were present.

Declarations of Interest

There were no declarations of pecuniary or local non-pecuniary interests for the agenda under discussion. There were no declarations of gifts of hospitality received exceeding £25.
There were no requests for dispensations for the agenda under discussion – there were no requests for dispensations submitted prior to the meeting.

Minutes of Previous Meetings

To approve the minutes of the following Parish Council Meetings: Council noted that the minutes of 6th May 2021 will be submitted for approval and signing at the meeting of 14th July 2021.

Public Forum

To receive comments from the public on the agenda as published: there were no members of the public present and the Clerk confirmed that she had not received any comments via email.

Clerk’s Report

There were no matters coming forth that required consideration by the Council.

Planning Matters

To consider the following planning applications:
- DC/21/02911 – Planning Application – change of use and conversion of barn to dwelling. Creation of new vehicular access @ Barn at Church Farm Meadow, Church Road –
  View of heritage officer – heritage assessment is not complete, and he does not feel that the report submitted covers in sufficient detail the reasons as to why there are a row of windows and the end elevation. If the proposal is considered, they want additional information explaining why that treatment is necessary. He does not feel the proposal is sympathetic to the listed setting of the Church.
  
  The meeting considered the application in terms of access and highway safety, heritage and ecological impact.
  
  Access and highways – it was noted previously that the Council had submitted comments on the access arrangements. It is also noted that the newly created access is to be stopped up and that the new access being proposed is further along the road. The proposed access is south of the barn but all agreed that the access should be further along. The response from SCC Highways Department in relation to DC/20/05951 was reviewed and considered and Council agreed that the comments raised within that report remained valid for this proposal.
  
  Heritage impact – based on the change on appearance to facilitate the conversion. Within the cladding of that which exists is not a heritage building. Not a barn frame of any importance in national or regional terms. Conversion within the frame includes the addition of a porch.
  
  The meeting was suspended whilst a short site visit to the Church was undertaken to understand the impact the proposal would have on the setting of the Church.
  
  Following further discussion, Council was in agreement that it should be suggested that the access should be further to the southwestern side of the barn and not the eastern side which will mitigate the safety concerns and lessen the impact on the heritage setting of the Church. Furthermore in having the access to the southwestern side of the barn, Council was in agreement that the parking and turning area should be on this side of the barn if there was a desire to ensure the proposal was sympathetic to the setting of the Grade 1 Listed Church Building.
  
  Ecology – it was stated that the ecological report submitted was fairly standard, but it did point out that there should be a full ecological survey undertaken in the early summer months. It is noted that the report stated that access into the barn was not achieved and therefore there appeared to be limited information submitted. This should be conditioned if the application were to be approved.
  
  It was agreed that the response would also include that the Council felt that the site was rich in ecology and biodiversity and would like to see this properly addressed particularly with regard to reptiles and bats.
To note the following planning applications determined by the local planning authority:
- DC/21/015361 – full planning application – erection of 1 No. dwelling and alterations to existing access @ land opposite Monks, The Street, Lindsey
- DC/21/02121 Planning permission for the change of use from stables to home office @ Newlyn, Rose Green Road.
