A Parish Council Meeting was held on Thursday 17th December 2020 via videoconferencing on the Zoom Platform
and commenced at 7.30pm.
By unanimous decision, Cllr. Corcoran was approved to take the Chair and stand in for the Chairman, Mr. Arthey who was absent. The Chair welcomed the following Parish Cllrs. to the meeting – M Hainsworth, B Howe, R Howe, J Moore and A Sturgeon. In attendance was Mrs V Waples, Clerk.
In accordance with the changes in legislation, it was noted that this meeting was taking place via videoconferencing and that councillors and members of the public were permitted to film, record, photograph or use social media in order to report on the proceedings of the meeting.
Opening
The Chair opened the meeting and thanked all for attending. The Clerk read out the statement on reporting at virtual meetings of the parish council.
Apologies of Absence
- Apologies of absence were received from Cllr. Arthey due to access issues.
- Council consented to accept the apologies given.
Declarations of Interest
- There were no declarations of pecuniary or local non-pecuniary interests for the agenda under discussion. There were no declarations of gifts of hospitality received exceeding £25.
- There were no requests for dispensations for the agenda under discussion.
Minutes of Previous Meetings
To note the minutes of 11th November and 1st December 2020 will be submitted for approval at the meeting of 20th January 2021.

Planning Matters
- To consider and submit a response on the following planning applications to be determined by Babergh District Council:
DC/20/05417 – Householder planning application – erection of single storey cartlodge/garage @ Brambling Barn, The Tye – all were in agreement to support the application as the proposal was deemed to have no detrimental impact on the street scene nor on the residential amenities enjoyed by neighbouring properties, aif. It was noted that there were no comments from members of the public lodged on the planning portal and that the design was similar, although larger, to the cartlodge that was previously erected.
- To note the determination of the following planning applications by Babergh District Council:
DC/20/04468 – planning permission for the replacement of windows/doors and the installation of 4 No conservation rooflights, and replacement of existing Velux with conservation rooflight @ The Granary, The Tye.
- To note the withdrawal of the following planning application as submitted to Babergh District Council:
DC/20/04498 – withdrawal of planning application for the use of land for the siting of a caravan @ Church Barn Meadow, Church Road.
The Clerk informed the meeting that as requested at the last meeting she had contacted SCC Highways to carry out a site inspection to investigate whether the new access installed at the above area required planning permissions given that it was now larger than the original access, had been moved from its original position in the hedgerow and overlapped the junction. SCC Highways had responded stating that due to the pandemic their engineers were unable to make site visit and that they believed the Clerk should contact BDC as they were the planning authority and could advise whether planning permission was required for the access. The Clerk confirmed that she had contacted the Planning Officer dealing with the case and was yet to receive a response on this matter.
Parish Councillors’ Reports
To receive reports on urgent village issues from Councillors present –
- JM – despite all the rain the crossroads at the White Rose Crossroads has not flooded despite there not being a drain under the road.
