Minutes of the extra ordinary Council Meeting held on Wednesday 12th June 2024 in Lindsey Village Hall, Church Road, Lindsey which commenced at 7.32pm.

Opening and Welcome
The Chair, Cllr. Arthey, opened the meeting and thanked all for attending. The statement on reporting at meetings of the parish council was taken as read.
Apologies of Absence
- To receive apologies of absence –verified apologies of absence were received from Cllr. Corcoran and Hainsworth.
- Council consented to accept the apologies so submitted, aif.
Declaration of Members Interest
- To receive declarations of registrable, other and non-registerable interests as detailed in Appendix B of the LGA Model Code of Conduct Model Code of Conduct 2020 – there were no declarations of interests.
- There were no declarations of gifts of hospitality received exceeding £50.
- There were no requests for dispensations for the agenda under discussion.
Minutes of Previous Meetings
- To approve the minutes of the following Council Meetings:
- 8th May 2024 - the meeting noted that the minutes, not having yet been circulated, would be considered at the meeting scheduled for July 2024.
Public Forum

- To receive comments from the public on the agenda as published – there were no members of the public present.
Planning Matters

- To consider the following planning applications:
- DC/24/01686 - Proposal: Householder Application - Erection of single storey two bay cartlodge (following demolition of garage). Location: Cob Cottage, Rose Green Road - although the cart-lodge is within the curtilage of the listed building, it was held that the replacement building would have no impact on the listed setting of the main dwelling and that the garage had no listed setting itself. On the plans before it, council agreed that this was an improvement and that the proposal should be supported, aif.
- To note the following planning applications determined by the local planning authority:
- DC/23/00309 – Planning permission for the erection of 1 No dwelling (following demolition of barn – alternative scheme to that approved under Class Q DC/22/02672). Location Modern Barn at Rose Farm, Rose Green Road
- APP/D3505/W/23/3325802 – Appeal decision Church Farm Meadow, Church Farm – all noted that the appeal was dismissed and the reasoning behind the Inspector’s decision.
The Clerk was asked to confirm the status of the newly created access on Church Farm Meadow and report back at the next meeting as to that which was approved.
- To consider formulating a response (deadline 19th June 2024) to the Babergh and Mid Suffolk District Councils – Supplementary Planning Documents Consultation – Joint Local Plan Part 1 2018-2037 Development Plan Document (DPD) in November 2023, on the three draft Supplementary Planning Documents (SPDs): relating to Biodiversity and Trees; Housing; and Intensive Livestock and Poultry for consultation. The Chair provided a brief outline on the reasoning for the SPDs noting that housing was a general policy which would be considered for large developments and not single dwellings. Biodiversity and trees were clarity on existing policies and intensive livestock and poultry were of no relevance for Lindsey as no such sites were being planned within its vicinity. It was agreed that the council had no comments to make on any of the SPDs.
It was noted within the Joint Local Plan Part II, a call for sites had been extended to both district with one having been submitted in Lindsey - the field opposite the pub where the beacon and tommy statue were situated which covered the field up to Chestnut Cottage. The Chair made all aware that in due course there will be a public consultation on the sites submitted.
Parish Councillors’ Reports
The following reports on village issues were received from Councillors present:
- Cllr. Arthey mentioned that there had been a third cut at the crossroads.
- Cllr. Moore recorded a thank to the church warden for the repairs to the east cross.
- The state of maintenance at the churchyard was mentioned and Cllr. Sturgeon agreed to contact the Church Warden to discuss the maintenance contract that was in existence.
