Minutes of the extra ordinary Council Meeting held on Thursday 2nd April 2026 in Lindsey Village Hall, Church Road, Lindsey which commenced at 7.30pm.

- Cllrs. C Arthey (in Chair), R Corcoran, M Hainsworth, B Howe and A Sturgeon and Mrs V Waples, Parish Clerk.
Opening and Welcome
The Chair, Cllr. Arthey, opened the meeting and thanked all for attending. The statement on reporting at meetings of the parish council was taken as read.
Apologies of Absence
- To receive apologies of absence – apologies of absence were received from Cllr. Moore.
- To consent / non-consent to accept the apologies for absence received – the meeting resolved to accept Cllr. Moore’s reason for absence.
Declaration of Members Interest
- To receive declarations of registrable, other and non-registerable interests as detailed in Appendix B of the LGA Model Code of Conduct Model Code of Conduct 2020 – there were no declarations of interests submitted.
- There were no declarations of gifts of hospitality received exceeding £50.
- There were no requests for dispensations for the agenda under discussion.
Minutes of Previous Meetings
To approve the minutes of the following Council Meeting:
- Council Meeting of 11th March 2026 – the meeting noted that the minutes would be submitted to the scheduled meeting in May for approval and signing in accordance with legislation.
Public Forum

- To receive comments from the public on the agenda as published – there were none received.
Planning Matters
- To consider the following planning applications:
- DC/26/00930. Proposal - Planning Application – conversion of timber framed barn into 1 no. 3-bedroom dwelling house. Insertion of windows and doors; provision of traditional timer stairs and access balcony. Location: Barn on land to the east of Rose Green Road - it was noted that this application had come before the parish council and had now been re-issued with a few minor changes such as an additional bedroom, timber stair case and new openings. It was resolved that the meeting had no objections to the principle to convert.
- DC/26/00931. Proposal – Application for Listed Building Consent – Conversion of timber framed barn into 1 no. 3-bedroom swelling house. Insertion of windows and doors; provision of traditional timber stairs and access balcony. Location: Barn on land to the east of Rose Green Road – it was resolved that the proposal be supported as overall the scale, form and character of the existing building would be preserved and would contribute positively to the character and quality of the landscape, the settlement setting and the area.
- To note the following planning applications determined by the local planning authority: none at time of serving.
Parish Councillors’ Reports
To receive urgent reports on village issues from councillors present:
- Village Sign – it was confirmed that Cllrs. Arthey Howe and Sturgeon would remove the village sign and take it to As Blasting and Coatings who would shot blast the frame at a cost of £60. This would then allow them to ascertain the amount of repair work required. It was anticipated that it would require three costs, one zinc and two powder coated at the price of £200 - £300. This will be confirmed once the sign has been shot blasted. It was noted that this sum was below the financial level at which the council need to obtain three competitive quotes.

- To note the Annual Parish Meeting is scheduled for 20th May 2026 commencing at 7.00pm which will be followed by the Annual Council Meeting.
