An extraordinary Parish Council Meeting was held on Wednesday 29th January 2020 and commenced at 7.30pm in the village hall. The Chairman, Mr. Arthey welcomed the following Parish Cllrs. to the meeting – M Hainsworth, B Howe, R Howe and A Sturgeon.
A statement was read out indicating that, in accordance with the changes in legislation, the public and councillors were permitted to film, record, photograph or use social media in order to report on the proceedings of the meeting. Apologies of Absence
- Apologies of absence were received from Cllrs. Corcoran and Moore due to prior personal commitments.
- Council consented to accept these apologies, aif.
- Apologies for absence were also received from Mrs Waples, the Parish Clerk and it was agreed that Cllr. Hainsworth would take the notes for the evening’s meeting.
Declarations of Interest
- There were no declarations of pecuniary or local non-pecuniary interests for the agenda under discussion. There were no declarations of gifts of hospitality received exceeding £25.
- There were no requests for dispensations for the agenda under discussion.
Minutes of Previous Meetings
Minutes of the Parish Council Meeting of 15th January 2020 would be received and approved at the next scheduled parish council meeting on 11th March 2020.

To consider planning applications received:
DC/20/00069 Proposal: Full Planning Application - Erection of muck clamp for temporary storage of horse waste @ Land at Canada Cottages, Lavenham Road, Lindsey, Ipswich Suffolk IP7 6PW
The plans were reviewed by all present at the meeting and the following comments made:
The Parish Council was not aware that the footpath had been moved as implied by the documents submitted and it was noted that the only response received to date as shown on the website was from Babergh Environmental Health Department who had no objections with regard to land contamination.
With regards to temporary storage it was noted that the clamp itself will not be temporary, rather that it will be the muck that is temporary as the muck will be recycled regularly. Whilst there was some concern regarding run off contamination to the ditches overall the council feel that it was a better solution than just a heap. All agreed that the Parish Council had no objections to the proposal.

Parish Councillors’ Reports
To receive reports on village issues from Councillors present –
- Beacon sleeve was now installed and once dry the beacon will be installed.
- Potholes in Lindsey had been filled although it was noted that the ones on the road to Chelsworth were still to be done.
- White Rose Crossroads – flooding – this had been confirmed as having been reported to Highways.
