An extra-ordinary Parish Council Meeting was held on Thursday 11th April 2019 and commenced at 7.00pm in the village hall. The Chairman, Mr. Arthey welcomed the following Parish Councillors to the meeting – R Corcoran, M Hainsworth (latterly), Mrs R Howe, A Sturgeon and D Waldron to the meeting. Also present was Mrs V Waples (Clerk).
A statement was read out indicating that, in accordance with the changes in legislation, the public and councillors were permitted to film, record, photograph or use social media in order to report on the proceedings of the meeting.
Apologies of Absence
- Apologies of absence were received from Mrs. Moore due a personal commitment.
- Council consented to accept this apology of absence.
Declarations of Interest
- There were no declarations of interest for the agenda under discussion. There were also no declarations of gifts of hospitality received exceeding £25.
- There were no requests for dispensations for the agenda under discussion.
Minutes of Previous Meetings
It was noted that the minutes of the Parish Council Meeting of 13th March 2019 would be submitted for approval at the scheduled Annual (Parish) Council Meeting of 15th May 2019.

- Application for Listed Building Consent - DC/19/01413
Proposal: Conversion of barn to 1 no. dwelling and the erection of a cart-lodge (re-submission of DC/19/00230) @ Thatched Barn, Rose Farm, Rose Green, Lindsey
It was agreed that the Parish Council, as per the submission under DC/19/00230, supported the proposal that provided for an alternative use for the barn that would preserve its important historical features and significance. - Application for Planning Permission - DC/19/01412
Proposal: Conversion of barn to 1no. dwelling and the erection of a cart-lodge (re-submission of DC/19/00229) @ Thatched Barn, Rose Farm, Rose Green, Lindsey
It was agreed that the following would form the Parish Council’s response to the application submitted:- still supported in principal the application which would provide another residential dwelling in the village
- position was well related to the small group of dwellings at Rose Green.
- However, concerns are still to be raised regarding the proposed access in terms of visibility and road safety.
- Still doesn’t appear to be any detailed proposals for the 'stable annexe' which is to be used as ancillary accommodation in terms of floor plans, elevations and detailing. This information was previously requested and still not be submitted. The information as of 11th April only shows the cart-lodge and the new drawing of the same stable is the same drawing as per the original ones submitted.
- It was also noted that the ecological report submitted shows that it is a prolific wild life site and Suffolk Wildlife Trust has made a number of recommendations with regards to mitigation measures if the proposal is to be approved. The Parish Council supports and endorses these views and a request should be submitted to ensure that all aspects of the ecological survey are carried out. It is known that a Barn Owl has nested in the barn previously.
There being no other business the Chairman declared the meeting closed at 7.25pm.
