An additional Council Meeting was held on Tuesday 3rd August 2021 in the Village Hall, Church Road, Lindsey
and commencing at 7.32pm.
- Present
- The Chairman, Mr. Arthey welcomed the following Parish Cllrs. to the meeting – M Hainsworth, B Howe, R Howe, J Moore and A Sturgeon. In attendance was Mrs V Waples, Clerk.
Opening – the Chair opened the meeting and thanked all for attending. The Clerk read out the statement on reporting at meetings of the parish council.
Apologies of Absence
- Apologies of absence were received from Cllr. Corcoran due to personal circumstances.
- Council consented to accept the apology given, aif.
Declarations of Interest
- There were no declarations of pecuniary or local non-pecuniary interests for the agenda under discussion. There were no declarations of gifts of hospitality received exceeding £25.
- There were no requests for dispensations for the agenda under discussion – there were no requests for dispensations submitted prior to the meeting.
Minutes of Previous Meetings
- To approve the minutes of the following Parish Council Meetings: Council noted that the minutes of 14th July 2021 will be submitted for approval and signing at the next scheduled meeting which will be 8th September 2021.
Public Forum

- To receive comments from the public on the agenda as published: there were no members of the public present and the Clerk confirmed that she had not received any comments via email.
Clerk’s Report
There were no matters coming forth that required consideration by the Council.
Planning Matters
- To consider the following planning applications:
- DC/21/04018 – Planning Application – conversion of single storey stable block to office facilities @ Ravens Hall, Lavenham Road – it was noted that the British Horse Society were claiming that whilst historically the footpath is recorded as a footpath, it could be classed as a bridleway and that such a submission will be made to Suffolk County Council to have it amended to at least a Restricted Byway. All noted however that it is listed on the Definitive Map as Lindsey Footpath 1. The similarities in the Design and Heritage Statement of 2017 and that reproduced for this application were noted. It was agreed that the Parish Council’s response from 2017 (DC/17/03730), in which support for the proposal was given, remained valid and as such should be repeated, aif.
- DC/21/04019 – Application for Listed Building Consent – works to facilitate conversion of single storey stable block to office facilities @ Ravens Hall, Lavenham Road – again all agreed to repeat the comments as submitted in 2017 under DC/17/03731 for the listed building consent, aif.
- DC/21/02911 – Re-consultation - Planning Application – change of use and conversion of barn to dwelling. Creation of new vehicular access @ Barn at Church Farm Meadow, Church Road – it was felt that overall the application had been amended as necessary but did not appear to have addressed the concerns raised with regards to biodiversity. There should be a full archaeological survey conditioned against the application to be submitted prior to full occupancy. The meeting noted the updated letter for proposed surveys at Barn Meadow dated 19.07.21. It was agreed that ecological studies needed to be completed in their entirety again, prior to occupancy. The proposal appeared to be far less than that which had been submitted previously and Council agreed that it should raise the concern that future applications may be submitted to extend the dwelling. Agreement was forthcoming that a request should also be submitted for permitted development rights to be removed.
All agreed that the following wording should form the Council’s response:
“We welcome the changes to the previous application but repeat our concerns with regards to the ecological importance of the pond and its surroundings and draw particular attention to the comments contained in the archaeological response submitted and support the recommended conditions as outlined by SCC Archaeological Department. Furthermore the Parish Council has concerns regarding permitted development for any extensions and/or other development such as garden structures in the area between the existing Barn and Church Road. The Parish Council questions whether the application should be accompanied by a detailed landscaping scheme with particular focus on the area between the existing Barn and Church Road.”
